I have always been told if srp is done (even one quad localized) that the patient is srp. Recently I was told that it depends on the percentage of disease present. Which is correct?

What do you mean the patient is “srp”? Do you mean the patient is periodontal maintenance after srp?

maybe he was trying to say. they did one quad without anesthetic. maybe he thinks that Patient its not qualified for PERIO TX.
